Some have reported that the Russian Mafia are involved in SEO and Black Hat SEO which i dont doubt because i know the Italian Mafia are.
Back some years ago it was the Germans that were the heavy web spammers and google.de was all but destroyed on every search.
A group of germans setup an adsense clicking fraud ring and i am led to believe that some of them are still in jail which sort of scared a lot of the germans along with the bmw.de scandal.When webspam in germany went quiet there was a sudden rise in russian webspam which i think is unrelated.
The eastern europeans get a lot of unfair critisism because of the `unethical` ways they use in ranking sites.

To support these agressive eastern europeans there are affiliate networks called Partnerka who allow you to do pretty much anything to bring them traffic.
They allow almost any kind of traffic and really only care about the amount of sales you can bring.
